The 400D is slightly easier to operate, has a bigger LCD screen, 10mp opposed to the 350D's 8mp.

Although, the 350D has it's benefits, it's cheaper which leaves more money for lenses and accesories. And when taking photos on higher iso the 350D has less noise.
