I think it was used by the Iranian embassy in Paris, so the Shah used it on his visits to France. The Shah was overthrown by the Grand Ayatollah Ruhollah Khomeini in 1979 after the Iranian revolution and so fled Iran to live in exile in Egypt and Morocco.
