Vice City is by far the best of the series. The selection of music is spot on and my favorite car of GTA VC was the Countach-like Infernus and the E23-like Sentinel.
That said, however, the biggest problems of Vice City are:
-The inability to swim. Tommy Vercetti is capable of many feats, yet he cannot even swin at 10 feet of water.
-The inability to explode a car by shooting at its fuel cap.
-The Admiral is based on the Mercedes W123, which it is a rear-wheel-drive car, yet the Admiral is a front-wheel-drive handler.
Other than that, the game is nearly perfect.
