I assume you are refering to a vignette, if so the way I have done in photoshop is to 1) create a new layer mask as a solid color(black),then 2) use the circular gradient tool and inverse it, and click in the midle of the pic and drag the line way outside of the edge of the photo, or whatever you think is necessary.

Hope that makes sense. Im sure there are probablly other ways to do it as well.
